Plan will help protect the environment while enhancing the Working Harbor
Portland, Ore. — Led by Mayor Sam Adams, the Portland City Council voted 5-0 to adopt the River Plan/North Reach yesterday. In the making for nearly a decade, the River Plan/North Reach seeks to balance job and industry growth in Portland’s working harbor, while adding protections for threatened species along the Willamette River. The plan also contains a trail component to provide more access to the river along the 11-mile stretch of the North Reach, from the Fremont Bridge to the Columbia River.
The plan will become effective on Jan. 1, 2011, but City Council will hold another hearing before it goes into effect to review fees associated with the plan.
During the past year, Mayor Sam Adams held regular meetings with business leaders, environmental advocates and staff to address concerns about the proposed regulatory process, environmental impacts of river development and corresponding mitigation requirements.
“The River Plan pushes our planning envelope, and its success will be measured by the jobs created and the habitat restored,” said Mayor Adams. “It’s a plan that keeps in mind the tremendous success we’ve seen in our working harbor and ensures that it continues to prosper and provide jobs. But it also addresses the environmental health of one of our most significant natural assets, the Willamette River.”
The genesis of the River Plan lies in River Renaissance, a citywide initiative endorsed by City Council in 2001 under Mayor Vera Katz. The River Plan/North Reach was developed by the Bureau of Planning and Sustainability with the help of a wide range of stakeholders, including representatives from the Audubon Society, the Working Waterfront Coalition, neighborhood associations and npGreenway.
“This plan will help us develop and protect our riverside lands for the next 25 years — a period during which our population is expected to grow,” the City’s Chief Planner Joe Zehnder said. “With the adoption of the River Plan/North Reach, we’ll be able to create job growth without sacrificing the health of the river.”
The River Plan comprises two more sections: the Central Reach and the South Reach. Work on the Central Reach is starting up in conjunction with the Central City 2035 Plan.

2ND FRIDAYS ON FREMONT PROMISES FUN IN BEAUMONT VILLAGE
Local vendors show off their wares and attractions at 2nd Fridays on Fremont, a new monthly celebration in the Beaumont Business District. Festivities kick off at Northeast Fremont Street between 40th and 52nd Avenues from 5 p.m. to 9 p.m. on Friday, May 14. Visitors will enjoy shopping with special extended hours, food and drink specials, live music, local artists and additional vendors. 2nd Fridays on Fremont celebrations will continue from May until September, with a Holiday Season scheduled for November and December. As warmer weather nears, additional farmers’ market booths are expected to join in.
Beaumont Village is gaining a reputation for its bustling, unique assortment of businesses, including custom and digital print shop services, auto servicing, and optical sails and repair. Also in May, a veteran Beaumont vendor will celebrate its 30th anniversary in the neighborhood, The Arrangement. Gift wrapping and greeting cards with a personal touch are their specialty. A Fremont Festival is planned for Saturday, August 7th.

The Portland Plan will be the city’s roadmap for the next 25 years, guiding our direction as the city grows and changes. The plan will help define our priorities, guide investment of public dollars and set the course for Portland for the next quarter of a century. 1980 was the last time the City developed a plan like this and since then, 50 percent of Portlanders are new to the city.
Turnout for the Phase One Workshops last fall was enthusiastic as Portlanders weighed in on a number of issues ranging from education, community health, arts and transportation to local food, job growth and the environment. During Phase Two, we will be setting direction: identifying our goals and choosing targets to help us meet them.
