Joint Open House: Planning for the Future of the Rose Quarter, Lower Albina, and Lloyd Districts
You’re invited to learn about and provide input on two planning projects for the N/NE Quadrant of Portland’s Central City.

WHAT: Various plans to enhance the N/NE Quadrant of Portland’s Central City are in the works. Staff from two such projects, the draft Rose Quarter District Plan and the N/NE Quadrant and I-5 Broadway/Weidler Plans, invite you to a Joint Open House to learn more about the projects and offer your input.
WHO: The Portland Development Commission is leading the project team for the Rose Quarter project. The N/NE Quadrant project is a collaborative project between the City of Portland and the Oregon Department of Transportation. All members of the community, especially those who live or work in and/or travel through the N/NE Quadrant area are welcome to attend.
WHEN: Monday, November 15, 2010 | 4:30 p.m. to 7 p.m.
WHERE: Memorial Coliseum, 300 N Winning Way | see flyer (pdf)
WHY: The people who live and work in or visit the N/NE Quadrant can provide valuable perspective during the district’s planning process. To capture some of that insight, the Open House will provide an interactive opportunity for attendees to learn about district-specific planning projects and help plan for the future of the area.

September Residential Highlights
Comparing September 2010 to September 2009, closed sales decreased by 22.3%. Pending sales and new listings also fell by 30.7% and 1.4%, respectively. See residential highlights table below.
A comparison of September 2010 with the previous month, August 2010, shows closed sales increased y 1.3% (1,399 v. 1,381). However, pending sales dropped by 6.2% (1,584 v. 1,688), and new listings fell 7.3% (3,549 v. 3,829).
At the month’s rate of sales, the 14,714 active residential listings would last approximately 10.5 months.
Sale Prices
The average sale price for September 2010 declined 3.5% compared to September 2009. The median sale price also fell 0.6%. On a month-to-month basis, comparing September 2010 to August 2010, the average sale price went down 6.5% ($279,900 v. $299,300) and the median sale price also dropped 4% ($240,000 v. $250,000).
Third Quarter Report
In a comparison of the third quarter of 2010 to the same quarterof 2009, closed sales dropped 24.7% (4,340 v. 5,762) and pending sales also fell 26.5% (4,725 v. 6,428). However, new listings increased by 1.2% (11,582 v. 11,448).

WHAT: The new Portland Planning & Sustainability Commission will hold three meetings to review and make recommendations on the Portland Plan background reports and land supply analysis.

WHO: Members of the public are welcome to attend; comments heard on Nov. 23 and Dec. 14.

WHY: The background reports and land supply analysis are required by the state to create a set of alternative growth scenarios for the city, which the public will be able to review in 2011 and 2012. The Planning & Sustainability Commission will review them for completeness and accuracy and make recommendations to City Council in preparation for periodic review.
