<em><strong><em>Dear follower of the Sellwood Bridge Project,</em></strong></em></p>
<p>As Multnomah County Commissioner representing the district that includes the Sellwood Bridge, I’m pleased to let you know that an <a href="http://kjkprop.dyndns.org/exchweb/bin/redir.asp?URL=http://sellwoodbridge.us1.list-manage.com/track/click?u=7aa3d0bf2496347248edc9050%26id=8b291d5d2f%26e=7ab08e9d3d" target="_blank">online open house</a> for the Sellwood Bridge project is now available through August 21, 2011.</p>
<p>Multnomah County is close to completing the final design phase of the project and before we do, we want your input on possible design features that could be included on the new bridge.  Additionally, because we still face a funding shortfall for construction, we’d like your ideas for cost saving measures that the County and our regional partners can consider.  Your input will be shared with our Community Advisory Committee, which will be making a recommendation on these issues soon.</p>

<p>I&#8217;m excited to announce that the City of Portland is one step closer to delivering curbside food composting citywide. Today, City Council took up a long-overdue proposal that will enable Portlanders to easily compost food scraps by placing them in their green yard debris roll cart instead of the garbage.</p>
<p>By taking this step, we can decrease the amount of waste sent to landfills and reduce green house gases released by decomposing food. Food scraps can then be turned into nutrient-rich compost for agriculture and gardening.</p>
<p>Many than 90 cities across the country, including Seattle and San Francisco, have successfully implemented similar programs. I&#8217;m eager to see Portland begin its own program and am confident city residents will not only support the change, but find that putting aside food scraps for composting beccomes as natural as putting paper and cans aside for recycling.</p>

Oregonians use an estimated 1.7 billion single-use plastic checkout bags each year—</div>
<div>the equivalent of 444 bags for every man, woman, and child in Oregon, every year.</div>
<div>That’s a bad habit worth kicking.</div>

<div>Growing up on the Oregon coast, I saw firsthand the devastating effects that discarded</div>
<div>plastic has on our waterways and wildlife. In Portland, and in all of Oregon, single-use</div>
<div> plastic checkout bags are an eyesore, getting into our waterways and our storm drains.</div>
<div> Plastic bags are a nuisance, jamming up recycling facility machines and costing those</div>
<div>facilities tens of thousands of dollars a month in maintenance and labor to fix the mess. </div>
<div> </div>
<div>And globally, plastic bags are part of an environmental crisis—from the oil needed to</div>
<div>manufacture and transport bags around the planet, to the massive plastic islands of</div>
<div> trash destroying our oceans and intoxicating our marine food web. </div>
<div> </div>
<div>That’s why I’m introducing an ordinance at City Council on July 21 at 3:45 pm that</div>
<div>would prohibit the largest generators of single-use plastic checkout bags—large grocery</div>
<div> stores and large retailers that have pharmacies—from distributing these bags to their</div>
<div> customers at point of sale. <div>This policy is a pragmatic approach to a real and seemingly insurmountable problem,</div>
<div>and was shaped by a coalition of businesses, environmental groups and city staff, and</div>
<div>informed by lessons from cities and nations that have already taken action on single-use</div>
<div> plastic checkout bags—from San Francisco to China. Portlanders are prepared to lead the</div>
<div> way in Oregon.</div>

<div>If approved, the ban would take effect on October 15, 2011. The policy also promotes the</div>
<div>use of reusable checkout bags, and provides reusable bags free-of-charge to qualifying low-</div>
<div>income residents and seniors. This initiative does not mandate retailers to charge a bag fee,</div>
<div> and does not prevent retailers from offering a reusable checkout bag discount. Full details</div>

Solarize Portland neighborhood projects are designed to simplify the process of going solar and bring cost reductions through volume purchasing. <p>The City of Portland Bureau of Planning and Sustainability and the nonprofit organization Energy Trust of Oregon are working together to support the launch of Solarize Northwest and North Portland, and can help any Portland neighborhood associations or groups interested in operating Solarize projects. For these two projects, the City of Portland is providing strategic assistance and coordination, and Energy Trust is providing technical assistance and cash incentives to help lower the upfront cost of the solar electric systems. Also, Solar Oregon is offering educational workshops and providing database services.</p>
<p><strong>Portlanders are confident about solar energy</strong><br />
With almost eight megawatts (MW) of solar power installed across the city (enough energy to power almost 700 homes) &#8211; Portlanders have helped prevent 4,000 metric tons of carbon emissions. The City of Portland is nearing its goal for installing 10 MW by 2012. There are currently 600 residential solar electric systems (also known as photovoltaics or PV), totaling 1.6 MW, installed in Portland. The growth of the local residential market has experienced a 400 percent increase in installations from 2008 to 2010.</p>

Staff from two such projects, the draft Rose Quarter District Plan and the N/NE Quadrant and I-5 Broadway/Weidler Plans, invite you to a Joint Open House to learn more about the projects and offer your input.</p>
<p>WHO: The Portland Development Commission is leading the project team for the Rose Quarter project. The N/NE Quadrant project is a collaborative project between the City of Portland and the Oregon Department of Transportation. All members of the community, especially those who live or work in and/or travel through the N/NE Quadrant area are welcome to attend.</p>

<p></span><span style="font-family: Palatino-Roman;font-size: small"><span style="font-family: Palatino-Roman;font-size: small">Comparing September 2010 to September 2009, closed sales decreased by 22.3%. Pending sales and new listings also fell by 30.7% and 1.4%, respectively. See residential highlights table below.</p>
<p>A comparison of September 2010 with the previous month, August 2010, shows closed sales increased y 1.3% (1,399 v. 1,381). However, pending sales dropped by 6.2% (1,584 v. 1,688), and new listings fell 7.3% (3,549 v. 3,829).</p>
<p>At the month’s rate of sales, the 14,714 active residential listings would last approximately 10.5 months.</p>
<p></span></span><strong><span style="font-family: Palatino-Bold">Sale Prices</p>
<p></span><span style="font-family: Palatino-Roman;font-size: small"><span style="font-family: Palatino-Roman;font-size: small">The average sale price for September 2010 declined 3.5% compared to September 2009. The median sale price also fell 0.6%. On a month-to-month basis, comparing September 2010 to August 2010, the average sale price went down 6.5% ($279,900 v. $299,300) and the median sale price also dropped 4% ($240,000 v. $250,000).</p>
<p></span></span><strong><span style="font-family: Palatino-Bold">Third Quarter Report</p>
<p></span><span style="font-family: Palatino-Roman;font-size: small"><span style="font-family: Palatino-Roman;font-size: small">In a comparison of the third quarter of 2010 to the same quarterof 2009, closed sales dropped 24.7% (4,340 v. 5,762) and pending sales also fell 26.5% (4,725 v. 6,428). However, new listings increased by 1.2% (11,582 v. 11,448).</p>

<p>Partner to Provide Prescription Drug Turn-In Event</p>
<p><strong>SATURDAY, September 18<sup>th</sup> 2010</strong></p>
<p><strong>10:00 am &#8211; 4:00 pm</strong></p>
<p><strong>Gateway Fred Meyer Store </strong></p>
<p><strong>Northeast 102<sup>nd</sup> and Halsey</strong></p>
<p>Look for the Portland Police Bureau Mobile Precinct</p>
<p>The purpose of the one day event is to destroy unused and potentially dangerous prescription drugs in a manner that raises awareness about the abuse of prescription drugs among teens, while protecting our waterways. Community members will be able to turn in unused prescription medications, obtain information about keeping kids safe from the abuse of prescriptions drugs, and interact with Crime Prevention Coordinators and Portland Police Officers. Prescription medications turned in at this event will be incinerated.</p>
<p><strong>WHAT TO BRING TO THE COLLECTION</strong></p>
<p>         ♦       Expired or unwanted prescription medications*</p>
<p>        ♦       Drugs that are no longer used*</p>
<p>        ♦       Medicine from deceased family members*</p>
<p>(Leave all medicines in their original containers if possible)</p>
<p><strong>Please do NOT bring thermometers, needles, or medical waste of any type.</strong></p>
